United Nations Calls for an End to "Dangerous Escalation" in the Russia–Ukraine War

The United Nations has called for an immediate and comprehensive ceasefire in the Russia–Ukraine war, warning that the intensifying military escalation is causing mounting civilian casualties and posing serious risks to the global economy.

Briefing the United Nations Security Council on Monday, July 27, 2026, Kayoko Goto, Director of the Europe and Central Asia Division at the UN Departments of Political and Peacebuilding Affairs and Peace Operations, said that more than 170 civilians had been killed and 1,028 others injured in Ukraine since July 9 as a result of intensified Russian aerial attacks targeting residential buildings, fuel stations, markets, and logistics warehouses.

Civilian Death Toll Continues to Rise

Goto noted that the Office of the United Nations High Commissioner for Human Rights has verified the deaths of at least 16,431 civilians, including 803 children, and the injury of 48,613 others, among them 2,960 children, since the outbreak of the war between Russia and Ukraine.

Warning Over Expanding Escalation

The UN official warned that the conflict is entering a more dangerous phase, noting that Ukraine has intensified strikes on Russian maritime logistics infrastructure and related assets, including oil tankers. She said these developments have already begun to affect global markets, with wheat prices rising by nearly 20 percent since the beginning of the month, reaching their highest level since March 2024.

Global Economic Repercussions

Goto added that any further disruption in the Black Sea or the Sea of Azov, or in other strategically important regions, could drive up shipping, insurance, food, and energy costs, with particularly severe consequences for import-dependent developing countries.

Call to Resume Negotiations

"There must be no further descent into this dangerous cycle of escalation," Goto said, urging all parties to resume dialogue and engage in comprehensive negotiations aimed at de-escalation and achieving an immediate, comprehensive, and unconditional ceasefire.

Fighting Continues Despite Diplomatic Efforts

The Russia–Ukraine war has witnessed sustained escalation in recent weeks, with both sides exchanging attacks on oil facilities and critical infrastructure despite ongoing international efforts to end the conflict, which has continued since February 2022.
